Colorado licenses the person on the tools. C.R.S. 12-115-109 says you may not work as a journeyman electrician, master electrician, or residential wireman in this state until the Division has issued a license or a temporary permit. An IBEW yellow ticket does not satisfy that statute.
The card travelers mean by "Colorado electrician license" is the State Electrical Board journeyman electrician license, run by DORA's Division of Professions and Occupations. If you already hold a qualifying NERA-state journeyman or master earned by exam and held at least one year, reciprocity skips the Colorado written test. Everyone else uses examination or endorsement. Fees live on the online application. DORA's public applications page does not print a single journeyman dollar amount in the HTML, so read the fee on the form before you pay. Incomplete examination or endorsement files are kept one year, then you start over and pay again.
The usual miss is driving to Local 68, signing the day book, and expecting dispatch on a home-state ticket from California, Texas, Washington, Oregon, or another state that is not on Colorado's NERA list.
Reciprocity (NERA) versus endorsement versus exam
C.R.S. 12-115-113 lets the Board issue by endorsement or by reciprocity. DORA splits those on the applications page.
Reciprocity follows National Electrical Reciprocal Alliance bylaws. Colorado's listed journeyman reciprocal states, as published 21 Sep 2026:
Alaska, Arkansas, Idaho, Iowa, Minnesota, Montana, Nebraska, New Hampshire, New Mexico, North Dakota, Oklahoma, South Dakota, Utah, Wyoming.
DORA requires:
- A current, active, good-standing journeyman or master that lets you work as a journeyman in the licensing state.
- That certificate gained through a state-administered examination with a passing score.
- At least one year held in the licensing state.
The Board then issues the Colorado journeyman certificate without the written exam. Grandfathered licenses with no state exam are out. A Colorado master electrician license is not granted by reciprocity.
Endorsement is a different door. DORA says the license you endorse must be active, issued and regulated by a state, and gained by testing on the current National Electrical Code in use in Colorado, plus a Verification of Licensure form from that board. Use this when you are not on the NERA list but your exam was on the same NEC cycle Colorado is using.
Colorado is in a code-adoption window. The Board held a 27 May 2026 rulemaking to adopt the 2026 NEC into Rule 1.5. Confirm which NEC edition the endorsement path currently wants before you file.
Examination is the default if neither door fits.

Exam-path hours
From DORA's applications page:
- Residential wireman: 4,000 residential-only hours in no less than two years.
- Journeyman: 8,000 hours in no less than four years, 2,000 of them commercial or industrial, and 288 classroom hours for every applicant. No grandfathering of apprentice registration. Document class hours with a transcript or similar statement.
- Master: one of several experience mixes, including 10,000 hours in no less than five years. You cannot jump from apprentice or residential wireman to master on experience alone.
Senate Bill 25-165 also moved how old the 288 hours can be. DORA's news page says the training window is eight years before licensure, with a Board-discretion path if you add at least four hours on the current or immediately preceding NEC. If your JATC transcript is older than that window, read the Electrical news page and attach the extra code class.
All practical hours go on the Board's Affidavit of Experience, completed by the electrical contractor who supervised the work. A journeyman cannot be the company's signatory.
Renewal, CE, and temporary permits
Electrician licenses and contractor registrations expire 30 September every three years. For the cycle current on 21 Sep 2026, DORA said renewal was open, licenses expire 30 Sep 2026, and you can renew through 30 Nov 2026.
Active residential wiremen, journeymen, and masters complete at least 24 CE hours each three-year period. Board Rule 1.11 requires at least four of those hours on NEC changes. No more than four hours of electrical safety count. Providers must be on the Board's attesting list. People who got their first license by exam in the current period skip CE until after the first renewal.
C.R.S. 12-115-114 covers temporary permits. Board Rule 1.8 says a temporary permit can be issued at the time of exam approval and is valid for a limited period. Do not treat a temporary permit as a plan to skip the test.
